The Republic of Chandra is ruled by a two tiered system. The Republican Senate sets policies, makes treaties, imposes taxes etc.. The will of the Senate is executed by the Ministries of the Republic. Most inquiries, other than treaties and such should be directed to one of these ministers.
Minister of Aqueducts: Mander Vol
Vol is an ambitious man. It was his actions which turned a relatively
unimportant ministry (originally designed to repair the aging aqueducts)
into the powerhouse of trade relations and food distribution. He has
a small army of clerks, agents and vice-ministers to distribute his
power. Vol makes occasional reports to the Senate and reports as they
see fit, but in general considers himself the bureaucratic ruler of
Chandra. Appointments with the Minister are nearly impossible to arrange.
Despite Vol's ambition it is rumored that much of his success is due
to the support of allies in the Salke clan.
Minister of Harbor: Solo Tradewinds
Tradewinds is famous for being one of the richest men in Chandra,
if not all of Malaan. He has an enormous mansion in the Tower district.
His appointment to the ministry was a means of insuring his loyalty
to the new republic. It is difficult to distinguish his business operations
from his duties as a minister as the two often merge into one. He
might send his own vessels to pick up grain for the city's stores.
To date his actions have not been particularly contrary to the city's
best interests. Tradewinds is infamous for his enormous size. He weighs
over three hundred pounds and indulges his appetites four or five
times a day.
Minister of Defense: Eva Twohands
Eva Twohands is something of a legend in Chandrian society. When she
retired from her military exploits some thirty years ago to run a
small tavern, her stories and advice were sought time and time again.
Now over 80-yrs old her appointment was mostly an acknowledgment of
that esteem. She is a conservative leader her goes over military history
with her commanders and has a rather academic take on warfare in general.
She is open to meetings with foreign powers, but is loathe to extend
Chandra's small military outside the city's limits.
Minister of Roads: Reinhaerdt
It is known to all that Reinhaerdt was formerly the guild master of
the Lost Souls guild of thieves (one of Chandra's largest). Despite
this, Reinhaerdt is well respected by every level of society in Chandra.
During the embargo by the Uruhrian Navy, he was responsible for keeping
the lines of commerce open and feeding much of the city. These acts
gave him hero status in the city. He is shrewd and innovative. He
has managed to generate funds from nowhere to restore the city's parks,
roads and monuments. Most would rather not know where this money comes
from and rather enjoy the prosperity.
Diplomatic Corps
Ministry of Standards: Jogin Demori
This position mostly relevant to the inner development of the city,
verifying land titles, insuring tax payments etc.. However one aspect
of the ministry of general interest is the verification of Noble titles
for old Fey Por. This is Chandra's method of granting land ownership
(voting) privileges to those whose identify has been established.
Chandra houses records of much of Fey Por and this ministry will take
claims from outside the city. Demori is a conscientious bureaucrat,
if not a lively one. His efforts are carefully justified and well
presented. No one would accuse him of ambition or hubris.
Advisor of Sorcery: Elethil Morsalis
Morsalis was once the only one who the Witchking tolerated dissent
from within the Silk Masks. Perhaps because the Witchking respected
his opinions, or perhaps because he did not consider Morsalis a threat.
This position is an as needed one, such that Morsalis only deals with
those problems specifically of the concern to the Senate. He is considered
brave and thoughtful, but patient to a fault.
Health Advocate: Deanae Lodrun
Lodrun is deeply concerned for the welfare of all, including the peasants.
Her main efforts have been to establish some form of public health
officials who could inspect cases of illness or pestilence. In addition
she has been a great supported or increasing the flow of water from
the aqueducts directly into the city's canals to wash away waste and
refuse. Standing her ground against the powers that be has made her
presence unwanted in the Senate. Only her connections with the Healer's
Guilds has kept her in this position.
Public Advocate: Unfilled
Debate about who to appoint to this position continues in the Senate.
The question is whether to appoint a landed but concerned individual
or a member of the unwashed classes themselves.

Factions: There are numerous groups which tend to vote together. But they tend to do so irregularly or only with regard to one issue. There is considerable changing of guards and bed-fellows as it were. However there are three factions which frequently are opposed to each other and vote very regularly.

Mumin Salke, local clan head of the Salke
clan.
Mumin Salke is a powerful goblin woman with influence in every aspect
of life in Chandra. Her legitimate businesses encompass everything
from trade, to manufacturing to food production. She is believed to
be extremely careful about stepping on the wrong toes or burning a
bridge she may need in the future.
Losurot'l F'Tah, local clanhead of the F'Tah
clan.
Losurot'l is an ambitious young goblin who has been granted considerable
slack by his superiors in Barharkaha. He is believed to be very dynamic
and courageous, taking risky ventures and sponsoring borderline activities.
For his cash cows he allows reliable underlings to operate those aspects
of the business and instead focuses his attention on the more dramatic
aspects of his enterprises.
Shannamar Lyn,
Shannamar Lyn started life brash, ignorant, stubborn. Has since learned
faith and worship with sincere enthusiasm. Known to be one of the
few people who could render Javek Kent unconscious with one blow,
Shannamar has since forsaken violence as a means to an end. Instead,
Legitimate deals should be the currency in which people should trade.
His travels with the Mouser Congress have brought insight to other
cultures and peoples. He will act to broker any negotiations for those
willing to retain his services.
Myrtle Anhkaret,(alexis.dinno#yale.edu)
Ahnkaret is a priestess of Aurloch, the Martyr and god of Kings and
Chandra. Known to be one of the famous Mouser Congress, wearer of
the Cobalt Cross and a fierce fighter of plagues and extraplanars
in Ghetti and Fey Por, she is nevertheless a controversial figure.
Branded outlaw and held in low regard by the clergy of most major
religions (for many different reasons), she is still known to help
those in need whenever aid is wanted or asked. She was rumored to
have been executed after sentencing in Bourgé for crimes against
the Deh Wheri church, to have adventured with Javek Kent - former
high paladin of Peruul - and with members of most major religions,
and to be a former member of the cult of the Dark Brother. She is
active in Chandra as a healer and among the artists crowd (a very
modest painter is she).

Watersmeet [2500] |
When the Pellor River was diverted from its course during the crusades the tributaries south of headwaters emptied into the valley of the imperial river south of Chandra in the bay of Watersmeet. Before a simple fishing village, Watersmeet has become a legitimate port and center of lumber milling. Navigation up the river is dangerous due to the cut logs sent down stream, but a few brave souls get as far as Three Flags. Watersmeet's economy has always been tied to Chandra and now it serves as its largest satalite cities. |

Severi [400] |
The most distant of Chandra's satelite holdings, Severi is deep in the wilds of central Fey Por. Most of Severi's industries revolve around the hunting and fishing of is forests and ponds. The wilds of Severi are harsh enough to keep most invaders away, so the rather small complement of defenders serve mostly to protect the citizens from the occasional uprising of monsters and beasts nearby. The lands east of Severi are considered too dangerous for most travellers and trade caravans. |

Hagwyn [200] |
Although over a hundred miles from the city proper, Hagwyn is controlled by the Chandrian Republic. For a small tax and oaths of loyalty the people of Hagwyn are protected by the Chandrian Legions. Hagwyn has a small keep which is manned by a mere skeleton crew, but can hold several hundred troops in time of war. |

Bombulkaha [120] |
A large ranch and connected buildings. This is techinically the private property of Senator Bombul. But its size and importance make it effectively a satrapy of the Republic. It is north along the Betra Aquaduct. On occasion the ranch is home to repair squads working on the aquaduct. |

This small town served in the imperial days as garbage dump and incinerator. Since the fall of empire its great chimneys stand idle. But a decent sized farming community has grown in the area. |

Hulu'Koi [90] |
This small town is trading post for a large number of farms. Most of year it sits quietly. but during harvest time its mill and graineries get very active. During that time merchants from the city come to trade goods to the farmers. |

Junnden [200] |
This is another small farming community but also serves as headquarters for the Betra Aquaduct repair crews. They send inspectors up and down the aquaduct in search of damage, clogs and other problems. This is also a diversion for the aquaduct in the event that too much water is heading toward the city. |

Feydownton [300] |
Feydowntn is a larger canyon community at the main descent into the canyons leading into Chandra. It has no leader and serves as a sort of gateway and first stop for people journeying into Chandra. Although there are no law or military stationed there regularly there is a garrison which can hold a legion if the Senate sends it there. During such time the commander of the legion is in charge of the town. |

This town sits atop the Hyde Canyon and serves as an outpost and trade center for the Hyde Canyon communities and as a road marker for the southern roads. |

This is the enormous plantation of the F'tah clan. Their holdings cover a large portion of the Southlands with cotten and hemp. The clan is somewhat guarded about the property and do not encourage uninvited stops in the planatation |

Feydon Depths [1000] (Consul Everret) |
This is the large canyon which serves as the main entrance way to Chandra from Fey Por. Its people are mostly prospectors and fungus farmers. There are numerous caves, and mines some abandoned others quite active. Records of claims are kept at the Miner's Guild in Chandra. |

Hyde Canyon [300] |
Hyde canyon is a source of the raw metals such as iron, lead and tin. It has fewer year round inhabitents but rather large scale mining operations which keep laborers on shifts and also employ some of Chandra's large prison populations. |

Northlands [6000] |
Scattered throughout the northlands are countless farms of varying sizes. By in large these grow grain, fruit and vegetables. Some range cattles, pork and sheep and other settlements cut and move timber from the mountain sides to the city. Most of these are pretty indepedent expecting few is any visits from officials in Chandra. |

Hinterlands [2000] |
The hinterlands are the areas south and east of Chandra. These are more wild than most of the others. They are primarily exploited for hunting exotic animals, and for their lumber. There are few settlements but many hunting lodges which welcome travellers. Logs are cut and sent down river to Watersmeet where they are cut and formed for export. |
